Welcome to the Groves Public Services Department

The normal working hours for this Department is from 7:30 AM to 4:30 PM, Monday through Friday. However, Solid Waste is 7:00 AM to 5:00 PM, Monday through Thursday. Holidays use the next day service for Solid Waste pick up and schedule is generally published in the Port Arthur News on the Sunday prior to the Holiday.

The main phone number for the Public Works Department is (409) 960-5700 and this will result in a menu of the following options: 1 for Water and Sewer problems; 2 for Inspections and Permits; 3 for Streets, Drainage and Solid Waste; 4 for Warehouse; 5 for Garage; 6 for the Water Plant; 0 for the Operator.

After hours, weekends and on Holidays the phone will be answered by the Water Plant. Each Division or Unit has voice mail available in the event the person is on the phone or not in the office. If you get voice mail, please leave your name, number, date/time of your call and a message. We will return the call.

Public Works and Engineering Department Administration

This Department provides supervision and engineering for the Garage, Inspection, and Permits, Field Operations, Utility Operations, Water Plant and Wastewater Plant Divisions and the Units within these Divisions. Other functions include performing field surveys for project planning and design, maintenance of City maps, and inspection of contractors' work and subdivision development
